The Terry Vaughn Referee Academy (TVRA) is over for another year. You can look for the 2020 TVRA to be scheduled late February or early March – planning has already started. This year's Academy T-Shirt is the Official Sports Royal Blue Heathered Training T-Shirt, item number 2000CL in the OSI Catalog – a popular item at the Development Academy in 2018. The T-Shirt is screened with "2019 Terry Vaughn Referee Academy" and the Iowa Referee Committee's logo decal on the front as pictured. "Team Vaughn" is silk-screened across the back. Cost is $20. Keynote Speakers
The Iowa Referee Committee is excited to announce that this year's keynote speakers are Mark Geiger and Corey Rockwell who were appointed to work the 2018 FIFA World Cup this past Summer in Russia!

If you happened to tune in to FS1 to watch the Group F match played June 27 in Kazan Arena where South Korea upset Germany 2 – nil, you may have noticed that Mark Geiger and Corey Rockwell were assigned to the match. A great clip of them working together to get an Offside call correct during stoppage time near the end of the match can be seen on YouTube at South Korea vs. Germany.

NISOA President Gary Huber

The IRC is pleased to announce NISOA President Gary Huber as our third guest speaker. Many of you will remember that Gary served as the Region 2 Referee Administrator for US Youth Soccer for 12 years training and developing officials in Iowa and neighboring Midwest Region states. Most of the NISOA officials used came out of his developmental program.

Gary has been a NISOA National Instructor and National Assessor for over 15 years serving as the National Director of Assessment for 10 of those. As a NISOA National Referee, Gary refereed both Big 10 and Big 12 Men's and Women's Finals matches.

Gary is one of only two referees to ever work both the U19 Boys and Girls Youth National Championship Finals. A USSF National Emeritus Referee now, Gary was a National Referee for 5 years refereeing A-League and MLS.


Iowa Soccer Director of Player Development

We are once again fortunate to have a representative from Iowa Soccer presenting at our Academy.

Ross Moffat currently serves as the Director of Player Development at the Iowa Soccer Association. Among other responsibilities, his role includes delivering coach education as well as providing oversight to the Iowa Olympic Development Program (ODP).

Ross has coached at the Youth (Sporting Iowa) and Collegiate (Grandview University) levels and most recently with the United States Paralympic National Team.

Ross holds a USSF ‘A’ License and USSF Instructors License. He earned a Masters Degree in Mental Health Counseling from Drake University.

Ross is from Glasgow, United Kingdom.


Advanced Referee Program

Royce Van Roekel and Rob Sorey, leaders of the Advanced Referee Program (ARP), will be presenting as well as describing the activities of the ARP.

Some of their accomplishments include the US Youth Soccer Region 2 Championship Series, National President's Cup, Development Academy Winter Showcase and Summer Playoffs, USASA Regional Championships, and the Region 2 Tournament of Champions.

They have also worked at the professional level including the United Premier League of America, USL, and NASL. Royce and Rob are Grade 5 State Referees, Assessors, and Instructors.

ATTENTION: Iowa High School Soccer Officials

Attendance at the Terry Vaughn Referee Academy will count towards your triennial recertification as required by the Iowa High School Athletic Association (IHSAA) and Iowa Girls High School Athletic Union (IGHSAU).

All Iowa High School Soccer Officials are required to complete instructor-led triennial recertification training in order to be able to officiate boys and girls high school post-season soccer matches.

In order to receive credit, you must complete an IHSAA Rules Meeting Attendance Form / Bubble Sheet. You can pick one up from Jennifer Dunn, Iowa Referee Committee (IRC) High School Liaison at the end of the day.

Presentation Topics and Schedule

Find below this year's TVRA Presentation Topics and Schedule. Please print out ahead of time and bring it with you or be able to refer to it on your smartphone or tablet.

We are reducing the number of color groups from 3 to 2 – Red and Blue. Those in the Red Group will be in the Auditorium for the entire day. Those in the Blue Group will be in the Forum mostly; however, they will move to the Auditorium for both combined sessions that Mark Geiger and Corey Rockwell will be presenting together.

The Red Group will be composed of new and relatively new officials, USSF Grade 9 and 8 Referees, and AYSO Basic Referees working youth matches only. The Blue Group will be for USSF Referee Grade 7 equivalent and higher, NISOA referees, IHSAA / IGHSAU Soccer Officials, and Referee Instructors, Assessors, and Assigners.
