Iowa Premier Soccer LeagueThe Iowa Premier Soccer League is a statewide soccer league for the advanced player. Teams enter the league through their ISA affiliated clubs. A committee of Coaching Directors governs the league. The Iowa Soccer Association administers the league through a League Director. Who should play in the IPSL? Premier Teams from U11 through U19 in both a Girls and Boys divisions from clubs in the state of Iowa and from outside the state if they meet the requirements of the league committee. Recreational plus teams are discouraged from entering. All entries are at the discretion of the League Committee What is the League Committee? Every club that enters four or more teams will have one representative on the League Committee. This should be the club's Coaching Director. The League Committee is responsible for all governance and discipline within the league. A club who enters less than four teams may petition the league to have a representative on the committee. How do we join the League? Players enroll through their club registrar directly with Iowa Soccer and issued USYSA player passes for their rostered teams. Teams then enter the IPSL by completing an online registration form prior to the start of each session. How many teams may a club enter into the League in one age group? Generally, one team, although there is no limit to the number of premier players in a particular age group a club may register. If a club has enough premier players to form two teams, then they may request to enter two teams. It is at the discretion of the League Committee to accept teams into the league. What are the divisions in the League? The league will be structured into divisions based on skill and abilities and not necessarily by age. The league will conduct a divisional placement meeting prior to the start of all sessions. Coaching Directors are required to participate. Teams may play older teams in a higher division if their skill level warrants. Likewise teams may play down a division while developing. How many matches do we play? One seasonal year, two sessions, fall and spring. Preferably 8 -10 matches per session, 16 – 20 matches in a seasonal year. This is dependent on the number of teams in a division. What about Tournaments? Each team entering the league may request certain weekends/weekdays blocked for tournaments at the time of application. A preliminary schedule will be posted online. Teams may request changes up until the league committee accepts the final schedule; generally one week to 10 days after the preliminary schedule was posted. Once a schedule is set it will be very difficult to reschedule and a $400 fine will be charged to any team that forfeits a game. Where do we play our matches? Clubs are required to provide one home field for every three teams entered in the league for home games. Teams are expected to travel. If only one team in any division enters from a region, then they must travel to the adjoining region for most home games. Example: A U14 boy's team from Mason City enters the league and is accepted. No other team from northern Iowa enters the league. Mason City will have to travel to the next closest region, Cedar Falls/Fort Dodge or Des Moines for the majority of their matches. This is to allow for two games between four teams in one day. When do we play? The fall season may begin Mid August and complete play early November. A spring season for teams whose players are not playing High School will begin late March and end mid June. Travel matches will be played Saturday or Sunday, Sunday being the primary day. Local matches may be played on weeknights. What are the Fees? League Fees are calculated by incorporating the team registration fee and the referee/field fees. The fees include expenses for League membership, directors, webmaster, and the referee assignors as well as fees for the referees and fields. The entry fee is 120.00 and due with the application. Referee & field fees are billed after scheduling. A U13 through U19 team of fourteen players, playing an 8 to 10 match session can expect to pay between $40 and $50 per player. A U11/12 team of 12 players, playing an 8 to 10 match session can expect to pay between $20 and $25. Individual player registration fees are not included in the IPSL fees and are generally determined by the players club. Who will assign the Referees? The League Director will contract with a Referee Assignor to assign all league games. The league will try to attract the best-qualified referees to match the upper skill level of the advanced players by appropriately compensating the referees.
