The following rules underwent changes for the Spring 2019 High School Soccer Season:

Rule 4 - Uniforms / Visible Apparel / Head Coverings
Rule 8 - Kicker's Position at the Kickoff
Rule 11 - Offside Position vs. Infraction
Rule 12 - New Misconduct
Rule 13 - Free Kicks

Rule 18 - Definition of 'Deliberate Act'

Points of emphasis focus on DOGSO, excessive player substitutions, and referee mechanics for indirect free kicks.

The rules changes and points of emphasis are presented and discussed in the following 19 minute video from the National Federation of High Schools (NFHS).

The NFHS Soccer Rules Book governs matches sanctioned by both the IHSAA and the IGHSAU.

The 2019 Online Soccer Rules Meeting presentation is required viewing for all high school soccer officials by the IHSAA and IGHSAU. Subject matter this year includes: head injury / concussion protocol, overtime / tie-breaking procedures, conduct rules, filing Online Game Reports, State Tournament dates and locations, rules changes, editorial changes, and points-of-emphasis for referees.

IMPORTANT: Referees are required to watch the entire presentation online at the IHSAA website in order to receive credit and be eligible for post-season assignments.
